There is a half inch electrical tape wrapping on the cord. I imagine this is the way it left factory, assumption being that unit would be shelf-mounted and, therefore, top, bottom and sides not visible. This does not affect their functioning I have polished them, allowing instead, to retain patina. This Dolby stereo cassette player recorder measures 10 x15 x 6 and weighs in at a hefty 9.
Belt kits are readily available from and other sources. I have not removed it and guess its purpose is to reinforce or insulate a segment of the electrical cord. There is some unevenness to the cases coating. Some of the function keys show a modest, thin oxidation.
The cassette tape transport is intermittent. The face plate is in excellent condition two meters light up and electronics function as they should. You are buying on a vintage Kenwood KX-530 stereo cassette player. Other than a small dimple on the top of black case, case is free scratches and dings.
I am not an expert, but believe that problem can be cured by replacing one or more of the belts.
