I would guess that this could be fixed with a new belt which you can buy on for 15, but am no expert the vintage tape players so can't 100 sure. Vintage Panasonic RS-296US 20 cassette carousel changer tape player. The unit measures 22 x with high-quality vintage construction.

The cassette carousel powers on and switches plays cassettes fine, but audio comes out slow. Overall this is a unique piece of vintage audio equipment that would be well worth restoring and make great conversation. Wow, fantastic multi-cassette player that will play music all day.
